Lead Small Business Specialist, US General Services Administration, Northeast and Caribbean Region

As Lead Small Business Specialist, Ms. Bracey is responsible for planning, marketing and conducting regional small business outreach events.  Ms. Bracey also counsels small business owners regarding GSA's procurement policies and methods.   

During the course of her career with GSA, Ms. Bracey has counseled thousands of small business owners regarding possible contracting opportunities within the Federal Government.

Helene Gibbs
Program Manager, New Jersey Air Services Development Office (NJASDO)

NJASDO, funded by the Port Authority of NY & NJ, matches the talent and resources of area businesses with the purchasing opportunities of aviation industry buyers through a system of referrals. Helene’s leadership of this organization has resulted in over $860 million in contract awards to businesses in Union, Essex, Hudson and Bergen counties.

Helene brings a solid background in the aviation industry, having worked at Eastern Airlines at both Kennedy and LaGuardia Airports and KLM, where she was involved in the development of a global distribution system for the travel and tourism industry.

Maryann Williams
Director, UCEDC PTAC

Maryann brings over 30 years of government contracting experience to her position as director of UCEDC’s PTAC program.  She brings a unique perspective to the job as she’s held positions on both sides of the table – helping businesses to obtain government contracts as well as overseeing the government contract process for a manufacturing concern in New Jersey.   

Following an 18-year tenure as a senior contracting official for Greenbrier Industries in Englewood Cliffs, Maryann served as director of the Rockland County PTAC for 13 years. 

She joined UCEDC in 2007, and under her direction, the PTAC program was awarded the 2010 “Outstanding Center Award” by the Association of Procurement Technical Assistance Centers (APTAC).
