Urselle M. Garnett
EEO Specialist in the Office Business Development & Equal Opportunity, DRPA

Urselle has been employed at the DRPA for approximately 15 years.  Working in the Purchasing Department, Urselle developed a strong working knowledge of the Authority's non-discrimination programs, and often presented instructional guidance to vendors on how to submit bids and represented the Authority at various expos and events.

In her capacity as EEO Specialist, Ms. Garnett is responsible for administering the Authority's MBE & WBE Program as it relates to construction projects and professional service agreements.  She also works to ensure EEO compliance Authority-wide.

Howard Korsen
Manager of Contract Administration, DRPA

Howard has been with the DRPA for over 10 years and is responsible for all professional service consulting agreement and capital construction contracts.

Previously, Howard spent 18 years in government contracting in the defense sector, holding various purchasing and contracts positions with RCA, General Electric, SGS-Thompson Microelectronics, and Boeing Helicopters.

Susan Squillace
Acting Manager of Procurement & Stores, DRPA

As the Purchasing Agent, Ms. Squillace is responsible for the purchase and distribution of supplies and services and operation of a Central Supply Storeroom to support the activities of the DRPA/PATCO. Susan has been employed with the DRPA for thirty-three (33) years and she is a Registered Public Procurement Specialist.

Maryann Williams
Director, UCEDC PTAC

Maryann brings over 30 years of government contracting experience to her position as director of UCEDC’s PTAC program.  She brings a unique perspective to the job as she’s held positions on both sides of the table – helping businesses to obtain government contracts as well as overseeing the government contract process for a manufacturing concern in New Jersey.   

Following an 18-year tenure as a senior contracting official for Greenbrier Industries in Englewood Cliffs, Maryann served as director of the Rockland County PTAC for 13 years. She joined UCEDC in 2007, and under her direction, the PTAC program was awarded the 2010 “Outstanding Center Award” by the Association of Procurement Technical Assistance Centers (APTAC).
